After registering in the Business Register, for
some businesses (including Fitters,
Garages, Cleaning,
Disinfection, Deratization and Sanitation
Companies, companies dealing with
the Production of margarine
and hydrogenated edible fats and running
the relating storage facilities, and
businesses carrying out
porterage activities),the assessment
of their compliance with specific technical
requirements and technical skills has
to be carried out. In fact, the above-mentioned
registration is just a provisional one,
and it is only confirmed after the ascertainment
of the relevant requirements.
Fitters
Under specific safety provisions, in order
to perform the installation, modification,
upgrading and maintenance of radio, television
and electronic systems; heating and air-conditioning
systems; water systems and sanitary fixtures;
liquid gas transport and utilisation systems;
lifts and fire systems; as well as systems
for the production, distribution and use
of electricity in civil-use buildings,
a specific authorisation is required.
The businesses that intend to carry out
such activities must submit the Start-up
Statement (Dia) to the Business Register
(Register of Handicraft Firms for the
latter). Businesses can immediately start
operating, but continuation of their activities
is only allowed if they meet the relevant
requirements, which are ascertained by
the Chamber of Commerce within sixty days
of start-up. Only after said assessment
is made their registration is confirmed.
Car
mechanics, motor mechanics, body repairmen,
car electricians and tyre dealers
In order to open a garage, a car electrical
repair shop, a body repair shop or a tyre
shop, it is necessary to submit a start-up
statement to the Business Register (Register
of Handicraft Firms for the latter).
Said statement must indicate the specific
type of activity to be carried out, and
guarantee compliance with the repair shop-related
requirements in terms of space available,
minimum equipment; moreover, the name
of the senior engineer must be specified
(principals or senior engineers, should
they be persons other than the principals,
must meet the relevant health, moral and
professional requirements).
Professional qualification can be acquired
by carrying on the car-repair trade for
three years over the last five years.
For people with a technical-vocational
state college certificate, or a technical
secondary school certificate issued by
a state technical college, one-year working
experience is enough, as it is the case
for people who qualified as skilled workers
after attending a training course formally
authorised by regional authorities. A
technical-scientific university degree
alone, without any working experience,
is sufficient to have one’s technical-professional
skills acknowledged.
After submitting their start-up statement,
businesses can immediately start operating,

Cleaning
Companies
People who intend to carry out cleaning,
disinfection, deratization and sanitization
activities must submit a start-up statement
to the Business Register or Register of
Handicraft Firms, as the case may be,
affirming they meet the economic-financial,
technical and organisational skills and
honourability requirements. The Chamber
of Commerce verifies compliance with the
aforesaid requirements, within sixty days
of start-up statement submission, and
only after it is ascertained registration
is confirmed.

Margarine
and hydrogenated edible fats
In order to produce solid edible fats,
other than butter and pork fat, for commercial
purposes and run wholesale storage facilities
for the aforesaid products, it is necessary
to submit a start-up statement to the
Chamber of Commerce. Said statement must
indicate the place where the relevant
facility is to be installed, and the file
must include a description of the equipment
utilised and the processing methods, a
scale map of the premises and a sanitary
certificate. The Chamber of Commerce enters
businesses in the Business Register once
each file’s compliance with the
relevant requirements is ascertained.
Porterage
People who intend to carry out porterage
activities must submit a start-up statement
to the Registry or, for Handicraft Firms,
to the Provincial Handicraft Committee,
stating that they meet the relevant honourability,
economic, financial and organisational
requirements. After ascertaining they
meet the aforesaid requirements, the Chamber
of Commerce confirms their registration.
Such procedure is provided for by Decree
n. 221 dated June 30, 2003, issued by
the Minister of Production Activities.
